NBM imposed a record fine on a non-banking credit organization

The National Bank of Moldova (NBM) imposed a fine of 3,017,230 lei on the non-bank credit organization Prima Finanțare S.R.L., the largest sanction ever imposed on the non-bank credit market.

The penalty was established by the NBM Executive Committee’s Decision No. 48 of March 4, 2026, due to identified irregularities in the company’s operations.

According to NBM, the identified violations relate to several areas of the organization’s activities, including:

– Responsible lending requirements;

– requirements relating to internal documentation;

– terms and conditions of the organization’s financing;

– ensuring transparency of activities;

– reporting requirements;

– loan classification requirements;

– provision of information to credit bureaus.

Before that, the largest fine imposed by the supervisory authority on microfinance organizations amounted to 1,564,578.47 lei.
