The sixth meeting of the National Public Procurement Platform (PNAP) with the participation of representatives of the Ministry of Finance, expert community and business environment took place on June 3. The Public Procurement Directorate presented the draft Regulation on Public Procurement Planning, designed to ensure European standards in the management of public funds. The new document details the entire course of procurement and introduces strict mechanisms for periodic monitoring – with justification of changes on standardized forms and deadlines.
The expert community drew attention to the increasing complexity of monitoring due to outdated data generation technologies and permanent changes in procurement procedures. Thus, representatives of IDIS Viitorul formulated a number of recommendations to strengthen the capacity of procuring authorities, including through full digitalization of the planning process and integration into the electronic procurement platform. Important weaknesses in the system were noted, ranging from the lack of linkage between the budget and the procurement plan to the lack of transparency of publicly available data.
According to the Agency for Public Procurement, by the end of 2024, the total volume of goods, services and works in open tenders alone is close to 11 billion lei in terms of value.
