A foreigner can open an PPE if he/she has a Ukrainian taxpayer identification code (RNOKPP) and is legally in Ukraine (e.g., has a temporary or permanent residence permit).
The most active among foreigners in terms of the number of open PPEs are citizens of Azerbaijan. In 2025 they registered 229 PPEs. They are followed by Russians – 224 companies and citizens of Uzbekistan – 160.
Moldovans, respectively, are in fourth place. Also in the top ten are citizens of Turkey (96), Armenia (94), Belarus (67), Pakistan (65), Georgia (62) and China – 58 FLPs.
Israelis are in 12th place, and US citizens are in 13th place. Romanians are at the end of the list, they registered only 3 PPEs.
The most popular sectors for registered PPEs are: retail trade, information technology, transportation and logistics, educational institutions, catering, other services.
