The purpose of the update is to bring legislation and state institutions in line with European standards and to implement the November recommendations of the European Commission.
“The document integrates the new commitments made by the authorities in the framework of negotiations with the EU. The program provides for a clearer institutional structure, sets specific deadlines, precise responsibilities and monitoring mechanisms,” said Cristina Gerasimov, Deputy Prime Minister for European Integration.
The updated program is structured in six negotiation clusters:
– fundamental values;
– domestic market;
– competitiveness and inclusive growth;
– green agenda and sustainable infrastructure development;
– natural resources and agriculture;
– foreign relations.
For each cluster there are legislative measures, actions to implement the European acquis and financial assessments and monitoring mechanisms.
According to the European Integration Office, the program update for the private sector means adaptation to EU standards, access to European funding and new opportunities for market entry. For citizens – more transparent and better quality services, increased social inclusion and equality.
As reported previously reported by Logos Press, in November 2025, the European Commission published reports on EU enlargement, containing a detailed assessment of the progress of the candidate countries, including Moldova. The document noted both the achieved results and areas for further improvements. At the same time, EU officials stated that “the goal of finalizing accession negotiations by 2028 is ambitious, but achievable”.
