Moldova implements online control of medicine shortages

The Ministry of Health is launching a new Drug Inventory Monitoring System (SIMSM) that will allow real-time tracking of medication availability across the country, Logos Press reports.

Today, there is no single electronic tool for monitoring drug stocks in the country. Monitoring is carried out in a fragmented manner, based on requests from patients, pharmacies and doctors. This complicates forecasting and timely intervention, especially when it comes to vital drugs for the treatment of diabetes, asthma, cardiovascular diseases. The lack of accurate information complicates operational supply management, as well as preventing the risk of drug shortages and emergency purchases at inflated prices.

How the medicine tracking system will work

SIMSM will be integrated into the government’s digital infrastructure (MCloud, MConnect, MPass, etc.) to ensure its interoperability with other health information systems. Data transfer will be carried out within the established timeframes in compliance with the requirements for the protection of commercial secrets and personal data.

The system will be implemented in stages. In 2026 it is planned to approve the regulatory framework, launch a pilot project with the participation of major distributors and pharmacy chains, and then by the end of the year – the entire system. From the beginning of 2027, reporting will become mandatory for all market participants. Companies will have to submit data on drug stocks on a daily basis.

Since large distributors and pharmacy chains are already equipped with IT management systems, they will need to ensure data export. A special portal will be available for small pharmacies and institutions to send reports.

The total cost of the project is estimated at 9.37 million lei. Of this amount, about 3.7 million lei will be allocated in 2026 and 5.6 million lei in 2027. The system will be free of charge for users and will be administered by the Agency for Medicines and Medical Devices at its own expense.

The system is to be launched by the end of 2026. This is stipulated by the agreement with the European Commission within the framework of Moldova’s Growth Plan for 2025-2027 and the European integration process.
