Moldova counts on major external support

Moldova's state budget for 2026 includes large external revenues, including from the EU, although the exact figures will be known ex post facto, Logos Press reported.

The adopted law on the state budget assumes that the country will receive $980 million, including $685 million from the European Union, or 68% of revenues for planned expenditures. The figures still need to be clarified, as the data on the sources of receipts vary greatly. But the general trend towards growth of foreign aid (including the EU) is confirmed – with a focus on the state’s planned investments and social payments, including indexation of pensions.

Out of the planned annual expenditures, state investments worth 5.71 billion lei are going to be covered from external sources. This amount is meant for the realization of about 112 concrete projects financed by international partners. A significant part of these external funds (about 1.44 billion lei) is earmarked for the development of the road infrastructure.

Besides, the authorities count on additional donor support beyond the main budget lines. It is planned to allocate 5.6 billion lei within the EU Growth Plan for investments in the economy and reforms.

As previously reported by the Finance Ministry, in 2025, the external assistance to Moldova to support the state budget “increased significantly thanks to the emergency support packages and the EU Growth Plan. The main results of the year look like this: in the first 11 months of 2025, revenues from international projects, according to the Finance Ministry, increased by 22.2%, reaching 878.8 million lei.

The total amount of external financial assistance (including grants and deficit loans) included the first tranches of the approved emergency aid package of 250 million euros, of which 115 million euros went directly to electricity compensation.

In 2025, Moldova actively attracted external loans to cover the budget deficit as well. Out of the 10.3 billion lei in external loans received, about 80.1% (8.2 billion lei) were directed precisely for current budget expenditures, not for specific projects.

At the end of 2025, the largest holders of public external debt were: IMF – $1.4 billion (29.1% of debt); World Bank – $1.19 billion (24.9%); European Commission – $738 million (15.4%).

Recall that at the end of December 2025, it became known that Moldova failed the assistance program with the IMF, as a result of which it did not request the last two tranches of $170 million. The government declared the presence of “sufficient financial resources” and the absence of an acute crisis, although it recognized the existence of a new program “desirable”.
