Moldova and Ukraine to integrate into the EEA roaming zone from 2026

Romania's National Authority for Communications Administration and Regulation (ANCOM) has announced that from January 1, 2026, Moldova and Ukraine will be integrated into the EEA roaming zone, where the Roaming at Home (RLAH) pricing principle will apply, Logos Press reported.

According to the regulator’s press release, additional charges for the use of roaming services, even occasional roaming, may be levied at the border with Serbia and Ukraine, as these countries, which are not part of the European Economic Area (EEA), do not have roaming tariffs regulated at Union level.

“At the border with Moldova, costs tend to be lower than in other non-EEA states due to the preferential tariffs and resources included in many tariff plans. However, they may be higher than those applied under the ‘Roaming at Home’ principle, which allows users, within reason, to enjoy national benefits and roaming in the EEA without incurring additional costs,” the quoted source notes.

From January 1, 2026 Moldova and Ukraine will be integrated into the EEA roaming zone, where the RLAH charging principle will be applied.

On the other hand, even in neighboring EEA member states, such as Bulgaria or Hungary, where RLAH applies, users will incur additional costs if they exceed the data limit available in roaming.

ANCOM emphasizes that it conducts periodic measurements and has published on its official website a list of administrative territorial units (ATUs) where an increased risk of unintended roaming has been identified. In this regard, the authority has informed Romanian mayoralties, district councils and the Ministry of Transport and Infrastructure about the ATUs included in the list with the risk of unintentional roaming, in order to take the appropriate administrative measures provided for by the legislation in force.

In order to assess the risk of involuntary roaming and to check the signal strength in Romania, the local telecommunications market arbitrator recommends Moldovan and Ukrainian citizens to use the interactive map available on Aisemnal.ro, a platform that reflects the mobile coverage for 2G, 3G and 4G technologies for each of the mobile operators operating on the Romanian market.
