
This position was presented by the mayors of localities from all regions of the country during a meeting with Finance Minister Andrian Gavrilica.
The dialog focused on the support of the Ministry of Finance to the process of reforming the local public administration. The sides also touched upon the improvement of the system of local public finances, including local taxes and fees, the possible introduction of incentive tax instruments at the local level, the development of cluster budgets, which are formed and managed for several localities connected to each other. The issue of adjusting the mechanism of distribution of transfers from the state budget was also discussed.
At the same time, the importance of ensuring adequate financial support to local authorities during the transition period was emphasized, so that the process of merging mayoralties could be sustainable and fair.
The Finance Minister reiterated the willingness of the ministry for dialogue and cooperation with the local public authorities, stressing the ministry’s commitment to promote a simpler, fairer and more predictable system of local public finances, which will give the mayoralties the necessary tools to function efficiently and provide quality public services to citizens.
