Lukoil transfers fuel terminal at Chisinau airport to the state

The Public Property Agency and the Chisinau International Airport have completed the inventory process and signed an act on the transfer of the fuel terminal at the Chisinau airport with Lukoil-Moldova on January 29, the press service of the Energy Ministry said.

Earlier, this fuel complex was transferred to the branch of the Russian oil company under contract in 2005.

On December 15, 2025, the Council for the Verification of Investments Important to State Security (CEIIS) demanded that the fuel terminal be returned to Moldovan ownership by January 9, 2026. “Lukoil-Moldova failed to fulfill the requirement in time, and on January 16, SEIIS imposed a fine of 5 million lei on it – the company paid it this week.

And 106 gas stations and 3 oil depots of Lukoil in Moldova will go to the American investment fund Carlyle Group, the Energy Ministry said.

“In accordance with Moldovan legislation, the newly announced shareholder is obliged to request approval of investments and SEIIS is obliged to submit a decision on this issue,” the publication said.

The SEIIS refused to approve Lukoil-Moldova’s investment activities in the country because the company failed to meet the requirements set in May 2024, the republic’s Prime Minister Alexandru Munteanu reported.

In October 2025, the U.S. Finance Ministry imposed sanctions on the parent company Lukoil and Rosneft. Because of this, divisions of the Russian company were forced to stop working in Moldova.

In November, Moldovan Energy Minister Dorin Jungietu said that the Chisinau airport received a fuel terminal of Lukoil-Moldova on a free-of-charge basis. The agreement was signed on November 12. It allowed the airport to ensure the supply of kerosene after the imposition of US sanctions and represented an “emergency solution” to ensure the stability of aircraft supply, the minister explained.
