The local self-government reform, which the government launched a month ago and is discussing in a series of meetings with the various parties involved in it, continues to provoke controversy in society.
Last week, Prime Minister Alexandru Munteanu responded to doubts and criticism of the forthcoming changes by saying that “the local public administration reform will not be ostentatious, but deep and effective for citizens.”
Earlier, Logos Press also presented the point of view of the littoral community, which points out the risks of its implementation in such a short time and without concrete proposals for implementation. As well as the opinion of extra-parliamentary parties that “the reform implies concentration of state finances, which in the future may turn into a political lever”.
Ion Ceban on the political background of the reform
The political background of the reform is also touched upon by Ion Ceban in today’s post on his Telegram channel: “The reform proposed by the government is a new electoral trick prepared by PAS, which is not based on any official document,” he said. – I would like to inform and I am saying this for the first time that about 30 localities wanted to become part of the Chisinau municipality in recent years, but it was impossible under the current legislation. And this is despite the fact that they keep talking about voluntary unification. According to the information we have, they are preparing to close about 600 mayoralties and reorganize them into about 10 districts”.
Villages will also disappear after the mayoralties
“This is strictly a political reform,” says Ion Ceban. – If we go down the path of mandatory unification, we risk the disappearance of hundreds of mayoralties at their discretion and at their will. These actions have nothing to do with people’s welfare or financial efficiency. In this context, we will inform the international authorities”.
Two weeks ago, the general mayor had already criticized the authorities for their plans to “close, destroy or merge” communities. “This will mean the liquidation of 600 mayoralties. Although their further steps are unclear, the communities will disappear more and more,” Ion Ceban said.
