In the first half of 2025, the Court of Accounts of the Republic of Moldova has found, based on the results of inspections, violations that may indicate fraud and corruption in central institutions and local authorities. Based on reasonable suspicions, 11 packages of documents were sent to the prosecutor’s office for further investigation.
The NCMC’s reporting on the management of insurance medicine expenses has for the first time come under suspicion of being part of a crime. It concerns the treatment and prescription of compensated medicines to persons who are not alive. As well as about substantial imputations on the part of medical service providers about the number of treated cases and other violations, which resulted in unjustified payments from the budget of insurance funds in 2024, which are managed by the company.
Also under suspicion were:
– Ministry of Culture – regarding the management of funds for the construction of the new building of the music and drama theater “BP Hașdeu” in Cahul;
– Ministry of Agriculture and Food Industry – procedures for the purchase of diesel fuel by the State Research Institute of Field Crops “Selekcija”;
– Ministry of Justice – reconstruction of the security perimeter of correctional facility No. 7 in Ruska village, as well as works on reconstruction of the security perimeter and improvement of the territory of correctional facility No. 10 in Goiani;
– Ministry of Infrastructure and Regional Development – possible unlawful actions with non-utilization of the allocated funds for capital investments for the rehabilitation of the embankment of the railway line at 74 km Cahul – Giurgiulesti (Valeni village).
In addition, Paşcań and Truseni communes, Costeşti village, Soldanesti, Donduseni and Drochia towns are suspected of illegal management of budgetary funds and state assets.
Two criminal cases have already been initiated against the Ministry of Culture. On the rest of the materials, the collection of evidence base continues. This includes departmental administrative investigations.
