Vacancy data are provided for the first time by the National Bureau of Statistics (NBS), which started to produce quarterly counts of vacancies by economy in 2025 – in line with standards and at the request of the European Union as a candidate country. Previously, the data were collected annually, but the information was not widely publicized.

As explained in the NBS, the data include real sector enterprises with 4 or more employees, as well as all budgetary institutions – regardless of the number of employees. The vacancy rate is calculated by dividing the number of vacancies by the total number of jobs (employed and vacant), expressed as a percentage.

Thus, the vacancy rate in the first quarter amounted to 4.7%. Of the total number of vacancies (33,000) – 13,300, or about 40.4%, were registered in the public sector.

The most vacancies were registered in the following activities: public administration and defense; compulsory social insurance (8.1 thousand jobs); health care and social assistance – 5.5 thousand; education – 3.5 thousand; transportation and storage – 3.4 thousand; manufacturing – 2.4 thousand; and employment – 2.4 thousand.

The smallest number of vacancies was recorded in such activities as: extractive industry – 0.1 thousand jobs; other activities for the provision of services (repair of computers and other items of personal use, activities for the provision of household services, etc.) – 0.2 thousand; activities for the provision of administrative services and support services, real estate operations – 0.4 thousand each.

The highest vacancy rate was recorded in the sectors: public administration and defense; compulsory social insurance – 13.5% of the total number of jobs in this type of activity; transportation and storage – 8.2%; health care and social assistance – 7.4%; water supply, sanitation, waste management , decontamination – 6.8%; construction – 6.6%.

The low level of unemployed jobs was observed in wholesale and retail trade; maintenance and repair of motor vehicles – 1.7% of the total number of jobs in this type of activity.

Other activities in the sphere of services, accommodation and catering services sector, information technologies also did not experience staff hunger. Here the vacancy rate was within 2.3% – 2.5% of the total number of jobs required in these spheres – both employed and waiting for applicants.
