
However, the interest rate for the beneficiaries of such guarantees will be capped at 5% and the difference will be compensated by the National Center for Sustainable Energy (CNED).
The Center presented the new mechanism of financial guarantees during a discussion organized for tenants’ associations within the framework of the international exhibition Moldenergy. The problems and opportunities of energy rehabilitation of apartment buildings were discussed, focusing on the support mechanisms available through the Moldovan Fund for Energy Efficiency in Residential Buildings (FEERM).
“One leu invested in this area can bring 4 lei to the local economy through job creation and economic growth,” emphasized Ion Muntean, CNED Director. – Mobilizing these investments on a large scale requires a collective effort, where the state provides mechanisms and predictability, the private sector provides quality execution, and the beneficiaries are actively involved in the process.”
New competition for houses built after 2005
CNED recently launched a new competition for partnerships. Homes built after 2005 can also participate if the association contributes 10% of the cost of an energy audit.
All measures aimed at reducing energy consumption, including the installation of photovoltaic systems, are funded, provided the building is insulated. The cost of initiated projects varies from MDL 3 million to MDL 24 million.
Since for such partnerships own participation remains problematic, a special mechanism of financing and guarantees is being created, which is currently at the stage of public discussion.
At present, CNED cooperates with 72 homeowners’ associations, of which 17 have already signed financing contracts. A budget of 200 million lei is planned for 2026 for 44 homeowners’ associations.
