
Founder Ion Luka told this at the presentation of the Entrepreneur Barometer, conducted by the Public Association “Partnerships for a New Economy”.
“Today we have financing methods and instruments that we didn’t have 10 years ago. I have been building a business in Moldova for 15 years and in the last five years, thanks to ODA programs, I managed to make significant steps towards the completion of a new winery with great production and tourism opportunities,” said the entrepreneur.
Ion Luca stressed that the state support received through these four programs exceeded 3.5 million lei.
“These are the reindustrialization program with support from the state of 2 million lei, with my own investments of 2 million lei; digitalization program; tourism development and ecologization program. These are four projects that I have successfully implemented through ODA. If they had told me then: ‘Ion, enough, leave it to others too, don’t come again’, I would have understood, because I already have four implemented programs – more than 3.5 million lei of support,” Luca said.
He believes that ODA is a real game-changer for small family businesses – like his wine house.
Ion Luca produces wines under the Carpe Diem TM and under the name of his Casa Vinicola Luca. At National Wine Day last fall, he was named “Best Winemaker of 2024.”
It should be noted that in the first half of 2025, ODA approved 405 grants worth 169.5 million lei, which attracted investments in the economy in the amount of 356.5 million lei; provided 258 guarantees worth 289.6 million lei with investments of 1,028.7 million lei; and within the framework of the government’s program to support entrepreneurs, 367 loans worth 1,024.2 million lei were issued, which ensured investments in the economy in the amount of 1,473.3 million lei.
