First transactions on the balancing electricity market started

They were made on the basis of regulations issued by the transmission system operator (TSO) in accordance with the Electricity Market Rules.

The electricity balancing market, as well as the system services market, were launched on September 22, 2025, based on amendments to the Electricity Market Rules and the related regulatory framework approved by the National Energy Regulatory Agency.

According to Moldelectrica information, “the implementation of these market mechanisms represents an important stage in the process of ensuring the secure functioning of all components of the Moldovan wholesale electricity market in accordance with the current regulatory framework, as well as the provisions of national, regional and pan-European conditions, regulations and methodologies to be implemented during 2026”.

The balancing electricity market will allow real-time adjustment of imbalances between consumption and production, thereby increasing the stability of the system. This is an important step in ensuring a more stable and reliable electricity system that meets modern security and flexibility requirements.

This mechanism also creates the prerequisites for a more transparent and competitive market in line with European standards. Which allows market operators to actively participate in balancing processes and the development of a more efficient and sustainable energy sector.

At the same time, the new rules open up opportunities for the gradual integration of renewable energy sources and the expansion of the necessary framework for Moldova’s participation in the regional and European electricity market.
