According to the legislation, the Urban Development Plan of Chisinau municipality, approved in 2007, is designed for the period until 2025. Therefore, the process of updating the document was launched in order to ensure the continuity of territorial planning and adaptation of the urban structure to the current and future needs of the city.
The consortium for the development of the new version of the general plan also includes the Center for Research, Design, Expertise and Consulting of the University of Architecture and Urbanism “Ion Mincu” from Bucharest, the Municipal Design Institute “Chisinauproiect” and the Technical University of Moldova (Faculty of Architecture and Urban Planning).
The five attempts to procure services for the updating of the general plan were unsuccessful due to lack of bids or non-compliance of bidders with technical and legal requirements. The current contract was awarded following another tender, which met all the conditions set by the municipality.
At the discussion held on November 20, the technical teams presented the first results of the analysis and documentation, including a sociological study, territorial development plans, historical surveys, evaluation of the housing stock. As well as the state of municipal infrastructure, public services, traffic and transportation.
These data constitute the technical basis necessary for the development of the new PUG.
This will be followed by the elaboration of an overall development concept for the city, public consultation and the preparation of a Local Urban Development Regulation. An important component will also be the electronic version of the document – e-urbanism, which will ensure transparency, accessibility and easy observation for all.
Discussions and consultations will continue at all stages, including with other stakeholders. This will make the process of developing the new PUG unified, informed and transparent.
