Having audited the state debt management, the Accounting Chamber noted underutilization of credit resources in the fulfillment of debt repayment obligations. Thus, for 12 projects with a low level of utilization, the state nevertheless paid interest and commissions in the amount of about 4.6 million euros.

The main reasons for the delays were: untimely development of technical documentation, failure to fulfill contractual obligations in due time, problems in conducting public tenders and the corresponding reaction of creditors to the transfer of the tranche.

As for external loans, about 18.1 billion lei were disbursed in 2024. Of this amount, 7.57 billion lei were used to finance projects, while 10.54 billion lei were used to support the state budget. In total, loans worth about 6.5 billion lei were refinanced. Refinanced beneficiaries returned about 4.7 billion lei to the budget.

Another problematic aspect identified during the audit concerns the increase in arrears with overdue payment terms registered by some secured debtors, which amounted to 75.18 million lei (+ 2.4 million lei) at the end of 2024.

Also, the debts of refinanced beneficiaries increased, which amounted to 12.5 billion lei (+ 2.2 billion lei) at the end of 2024. Of these, enterprises in insolvency or bankruptcy accumulated outstanding debts amounting to 203.7 million lei, which is considered an amount with a high risk of non-repayment. The fiscal authorities’ recoveries from debtors were modest – 1.8 million lei.

About 4.3 billion lei was used from the state budget to service the state debt in 2024. Of this amount, 2.5 billion lei was allocated for servicing the domestic debt, while 1.8 billion lei – the foreign debt. Expenses related to the state debt servicing decreased by about 1.37 billion lei.
