
First of all, Germany and the Netherlands are the main supporters of buying weapons from the United States with this money for transfer to Ukraine. But France actively opposes this, which considers it unwise to send the funds to Washington against the background of a serious split in NATO over the situation around Greenland.
The EU countries agreed on a 90 billion euro loan to Ukraine from capital market borrowing under the guarantees of the EU budget reserves at the European Council summit in December 2025. However, the European capitals have yet to agree on the formal terms of this financing, European Pravda has said.
French President Emmanuel Macron is keen to give priority to European defense companies to strengthen the bloc’s defense industry – even if it means that Kiev will not be able to immediately acquire all the necessary weapons to deter Russian forces.
Most countries, led by Germany and the Netherlands, in turn believe Kiev should have more freedom to use the EU’s financial package to fund defense.
The European Commission intends to formally submit a legislative proposal on January 14 to provide Ukraine with a 90bn-euro loan from the EU, the newspaper recalls.
