“Energocom will receive a EUR 400 million loan from the EBRD

At a regular cabinet meeting on June 4, the government approved a number of measures to promote business development and simplify relations between entrepreneurs and the state. According to the estimates of the Ministry of Economic Development and Digitalization, which presented the relevant draft law, the measures can ensure annual savings of about 85 million lei for businesses.

In particular, the amendments cancel the ban on the registration of a new business if a person has previously had inactive, unliquidated or debt-burdened enterprises. The current rules limit entrepreneurial freedom and hinder economic initiative, the Cabinet of Ministers said.

The provisions concerning the payment of expected dividends are also canceled. They can be paid at any time, not only quarterly or semi-annually, as it happens now. The obligation to publish in the “Official Monitor” an announcement on the change of address, company name and the beginning of the liquidation process has been eliminated.

Another change is that business entities will be able to place advertising on the facade of premises owned or used for commercial purposes, without the need for the consent of all owners of the house.

Another relaxation concerns the possibility of placing catering businesses in individual residential buildings if their activities pose a low risk of disturbance to neighbors. Specific requirements for personnel in trade and catering are abolished, so that employees will no longer have to undergo special professional training. The authors of the amendments believe that the existing legal framework already ensures health and safety requirements.

The draft also contains a number of changes related to the elimination of the need to submit various paper documents and the introduction of digital systems.

In another decision, the government gave guarantees to the state-owned Energocom to attract a 5-year loan of 400 million euros from the EBRD to ensure the continuity of energy procurement.

The draft government decision was elaborated in the context of the fact that from July 2025, Moldova will no longer have access to financial resources from the previous EBRD financing for the purchase of natural gas in emergency mode. According to the Ministry of Energy, in the absence of a new financing mechanism, the ability of Energocom JSC to respond promptly to crisis situations and developments in international energy markets will be seriously affected.

At Thursday’s meeting, the ministers also voted in favor of increasing the Road Fund by 1 billion lei. Thus, its size will reach 2.7 billion lei in 2025. At the same time, the government approved amendments to the program of allocating the resources of the Road Fund for national public roads for this year.

The main goal of the proposed amendments is to redistribute financial resources between the expenditure items and to additionally include some regional road segments that involve repair works of about 123 kilometers, Deputy Prime Minister, Infrastructure and Regional Development Minister Vladimir Bolea explained. “To this end, the road fund budget for 2025 is supplemented with one billion lei, meant for the maintenance and repair of national public roads and their engineering structures. This will make it possible to maintain the road infrastructure at the necessary level to ensure maximum road traffic safety,” he said.

This year, a budget of 3.2 billion lei has been allocated for the rehabilitation, repair and maintenance of roads in Moldova. Lei 2.7 billion is allocated for regional roads through the Road Fund, while 500 million more is included in the Budget Plus for local roads.

The cabinet also approved a draft law under which the international airport Mărculeşti will be modernized and equipped with the necessary infrastructure to carry out domestic and international passenger flights, as well as cargo transportations.

The draft provides for the transfer of the management of the airport in Mărculeşti to the management of the Chisinau International Airport State Enterprise, which will allow for a more efficient coordination of activities and increased investments in the modernization of the airport’s infrastructure.

The launch and operation of the Mărculeşti International Airport in the northern region of the country will contribute to the development of the entire region, creating new jobs, as well as convenience for travelers, at a time when there is currently an increased demand for air transport services in our country.
