
Previously, these functions were performed by Moldovagaz JSC, providing gas distribution to end consumers.
ANRE press release notedthat the decision to change the supplier was taken in the context of the risk that “Moldovagaz” JSC will no longer be able to meet its public service obligations after July 31, 2025, due to non-compliance with the legal requirement on the separation of natural gas supply and transportation activities.
In order to ensure the uninterrupted supply of natural gas to approximately 830,000 household consumers and small businesses, ANRE announced a tender for the selection of a new supplier. Two companies expressed interest, but one of them was disqualified for not meeting the selection criteria. Therefore, the Agency canceled the selection procedure and directly appointed the supplier, in accordance with the legislation in force.
At the same time, ANRE states that Energocom was selected based on the following criteria:
- operates on the natural gas market in the Republic of Moldova;
- has one of the highest turnovers in the sector (more than 7 billion lei in 2024);
- is functionally and legally separated from any other activity not related to natural gas trade and supply;
- has the necessary sources to supply the required amount of natural gas.
In accordance with ANRE’s decision, Energocom JSC will supply natural gas to end-users under regulated conditions, under established, transparent and non-discriminatory quality parameters. The Company will also ensure the provision of last resort for consumers left without a supplier due to objective reasons.
At the same time, Energocom JSC will have to submit drafts of regulated costs in accordance with the approved methodology within three months from the date of entry into force of the relevant decision.
“By adopting this decision, ANRE aims to protect the public interest, ensure the stability of natural gas supplies and maintain a fair and predictable regulatory framework in the context of legislative and structural changes in the energy sector,” ANRE said in the decision.
Acting Chairman of the Board of Moldovagaz Vadim Ceban responded to ANRE’s decision by assuring that it will not affect the company’s functionality and the social responsibility that the company’s management bears to the staff.
“At present, the company continues to face the task of ensuring an uninterrupted supply of natural gas to end consumers, as well as of working out solutions to overcome the current situation,” he said.
Vadim Cheban also said that the regulator’s decision had been communicated to the company’s shareholders.
The controlling stake in Moldovagaz belongs to Russia’s Gazprom, while the Moldovan government is the key shareholder.
