
This was announced by Maxim Liksutov, Deputy Mayor of Moscow for Transportation. The device has been certified by Rostest, and a relevant bill must be passed in order to operate it
“This device has been created, it has passed Rostest certification, but in order for it to be put into operation, it is necessary to change the code of administrative offenses. <…> We hope that in 2027 this device can be legally used in areas where Muscovites tell us there are such problems,” Liksutov is quoted by the RBC edition quoting the TASS agency.
The publication reports that in January 2025, the Center for Road Traffic Organization (CRTO) of Moscow submitted to the State Duma a bill to establish noise limits. Prior to its adoption, the specialists of the Center will continue testing the device and will choose places for installation, where the measurements are most needed.
At the same time, the CDPD reported that the Efir photo-video registration complex, which measures the noise level on the roads and makes it possible to prosecute drivers of cars without mufflers or with excessively loud music, was certified by Rosstandart.
“Ether” is a 12-kilogram module with a camera and four microphones. The system synchronizes audio and video data and allows to identify a specific source of noise. The measurement range is from 60 to 120 dB.
The fight against excessive noise from cars and the development of noise meters in the Russian capital began at the numerous requests of the capital’s residents, Maxim Liksutov noted.
