
These are the data of the National Program on Modernization and Harmonization of Customs Information Systems for 2025-2030 and the Action Plan for its implementation. At the last meeting, the documents were approved by the Cabinet of Ministers.
Today, the digital infrastructure of the Customs Service (CU) does not meet the level required for integration with European information systems. It is not integrated with transit or tariff management resources, which makes it difficult to move and check documents in real time. Many digital counterparts do not exist in Moldova at all, and the incomplete harmonization of the Moldovan regulatory framework with the EU Customs Code prevents full digitalization and legal compliance.
The program will modernize customs infrastructure to ensure fast and secure data exchange with EU customs authorities. At the same time, customs officers will be trained to use the new technologies.
According to rough estimates, the level of digitalization of customs processes in Moldova ranges from only 20% (import and post-customs control procedures) to 40% (declaration processing). The plan envisages the development or improvement of about 30 information resources. Among them are the Automated Export System (AES). The system of customs decisions, customs risk management system (CRMS), Centralized Customs Clearance of Imports (CCI), Import Control System, Information System for the Single Customs Window, etc., will be developed or improved. It is also planned to create a system of tariff information exchange between the European Commission and the Customs Service of the Republic of Moldova.
The price of the issue is almost 509 million lei. It is assumed that by 2030. Moldova will be ready for full integration into the European customs space.
