The government is preparing to launch a new electronic system for public procurement management to replace the current MTender platform and cover the entire cycle of procurement procedures, including contract execution and monitoring.

Development of a new electronic system of state procurement will cost $2.3 million

The Ministry of Finance has drafted a Decision on the approval of the Concept of the information system “RSAP” (e-Achiziții) – State Register of Public Procurement (e-Achiziții). The new tool should ensure modernization and full digitalization of the public procurement process, as well as its alignment with European standards.

Public procurement procedures are now carried out through the MTender electronic platform, launched in 2018. Although it has contributed to increased transparency and competition in the allocation of contracts, technical and functional analysis revealed a number of limitations.

The new RSAP (e-Achiziții) system will be integrated with other public digital platforms such as MPass, MPower, MSign and e-Factura, and will use structured data in line with the international Open Contracting Data Standard (OCDS).

The implementation of the system should increase the transparency of budget spending, enhance competition among economic operators and improve the efficiency of public resources utilization.

The approximate cost of developing the platform is about $2.3 million. Funding will be provided by a grant from the World Bank.

The development of the new system is part of the reforms that Moldova is implementing as part of the European Union accession process.
