The document on the Transnistrian conflict settlement mentioned in the public space is an unofficial tool for discussion, often used in diplomacy to stimulate dialog. Clarification on the document on the gradual reintegration of the Transnistrian region was the central point of the briefing.

As previously reported logos press.md, according to this document, the process of conflict settlement on the Dniester should include a transitional period during which an international administration will gain control over Transnistria. It will manage the region and control the processes of its demilitarization and democratization. It is from the international administration that the central government of Moldova will gradually receive all the levers of control over the region.

“Reintegration is Moldova’s responsibility.”

Among the authors, in addition to the Reintegration Bureau, are mentioned the Secretary of the Security Council Stanislav Secrieru, the President’s Special Envoy for European Affairs, former Foreign Minister Nicu Popescu, and the President’s emissary for development and sustainability, former Prime Minister Dorin Recean.

“The mentioned document is not a paper document, but an informal analytical document often used in diplomatic dialogue,” the Deputy Prime Minister emphasized. – It does not represent a document of state policy, a political decision, does not entail political commitments. Any assumptions that the responsibility for the reintegration will be shifted to other partners, to the European Union, are unfounded and do not reflect the reality. Moldova’s reintegration is and will remain, first of all, Moldova’s responsibility”.

Valeriu Chiverii also presented the results of his recent working visit to Brussels, stressing the EU’s support in the process of modernization of the state and spoke about further plans for the settlement of the Transnistrian conflict.

Further steps in the settlement process

Thus, the authorities announced the beginning of consultations on the creation of a “Convergence Fund”. It will be financed from customs duties and other taxes levied on economic entities on the left bank of the Nistru River, and the funds will be allocated for targeted reintegration programs.

Although the working document estimates the potential sum at more than 3 billion lei, its final amount will be determined by the real dynamics of the trade activity of importers and exporters in the region, the deputy prime minister said.

At the same time, the official announced the continuation of the dialog with the Transnistrian side. A new round of discussions in the “1+1” format is scheduled for mid-April in Ribnita.

The deputy prime minister thanked the Romanian partners for the prompt reaction and support provided to settle the situation at the Dubasari hydroelectric power plant.
