Customs Service develops NCTS system for transit control

The Customs Service of Moldova (CU RM) will create a new unit (Help Desk), which will maintain links with similar structures in the states-participants of the Convention "New Computerized Transit System" (NCTS), reports Logos Press.

This unit will also provide assistance to both business entities and Customs officers involved in the use of NCTS.

The Ministry of Finance has prepared a draft concept and procedure for maintaining this resource, which Moldova will officially implement as of November 1, 2025.

The document defines the goals, objectives and functions, organizational structure and legal framework necessary for the creation and operation of the system. Also, the list of data stored in the system, technological infrastructure and measures to ensure security and protection of information, as well as measures related to the creation, implementation, operation and maintenance of the system.

The draft concept outlines the specific functions of NCTS: filing and processing of declarations, risk analysis, registration of safeguards, control results, incidents and border crossings, management of the arrival of goods, tracking of transit movements, collection of customs debts, administration and monitoring of user actions.

At the same time, the rights and obligations of the subjects of legal relations related to the creation and maintenance of the information resource, the procedure for its maintenance, the procedure for registration, modification, amendment and deletion of data, the procedure for interaction with data providers, etc. are established.

Transition to a new level

At present Moldova uses NCTS of the 5th version. In the nearest future it is envisaged to switch to the 6th version. This will allow submitting a single transit declaration with security elements.

Full implementation of NCTS will increase throughput capacity at the border, provide more reliable protection of resources and rationalize control at the border through effective risk management. It will reduce time and costs for businesses and speed up the border crossing process.

At the same time, connecting to the EU’s Common Communications Network/Common Systems Interface (CCN/CSI) costs money. According to preliminary information, it is about 250 thousand euros per year, which in the first year will be paid by the EU within the framework of the EU-RM Customs program.

Thereafter, the contributions will be paid by the Moldovan Customs Service from its revenues.
