Civil Registry Office services will be available remotely

According to the State Services Agency (ASP), with the transition to the new automated information system, civil status registration services will be provided both in person and electronically.

Persons possessing a qualified electronic signature will be able to remotely request such services, including birth or marriage registration, without visiting the ASP office. It should be reminded that the ASP has recently introduced a new document certifying the identity of a citizen of the Republic of Moldova – an identity card with a qualified electronic signature (at the request of the citizen).

Civil status documents in electronic form will be issued in the citizen’s personal cabinet. They will contain a digital code for verification. Thus, the document will be able to be verified by any authority (both within the country and abroad) upon request.

All civil status documents currently issued by the ASP (certificates, extracts, duplicates) will have a single name – “Extract from an act of civil status”. At the citizen’s request, the electronic document can be printed on paper. It can be obtained at any multifunctional center ASP. It should be noted that through the MDelivery platform citizens can receive documents with home delivery both in the country and abroad.

Citizens residing abroad and having a qualified electronic signature issued by the Moldovan authorities will be able to request civil status registration services online and the electronic document will be available in their personal cabinet. Persons residing abroad will also be able to request a hard copy of the civil status extract through diplomatic missions or consular offices.

In addition, citizens will be able to apply for civil status registration services at any territorial civil registry office of ASP, regardless of their place of residence.

Urgent marriages will be registered without the need to justify the urgency. Currently, young people wishing to marry on an emergency basis must submit documents confirming their inability to be in the country for 30 days (e.g., a work contract abroad).

Simplification of document processing procedures will result in more opportunities for applicants to change their name/surname either in person or through a representative authorized by a special power of attorney (including with an electronic signature in MPower).

A child may bear the surname of one of the parents, the combined surname of both parents or the partially combined surname of the parents if they bear double surnames.

Changing a person’s name/surname will not entail changing the civil status documents previously registered in his/her name.

Amendments to the Law on Civil Status Documents provide for the exchange of data between authorities through an interaction platform (MConect), eliminating the need for personal visits to obtain or submit documents to state authorities, if the data contained in these documents are available in information resources.

The amendments come into force on 01.11.2025.
