
At a meeting on November 12, 2025, the government approved the next amendments to the Law on State Budget for 2025. As explained by Finance Minister Andrian Gavrilice, they envisage the reallocation of the available budgetary resources in three main directions: replenishment of the Energy Vulnerability Reduction Fund, covering the need for funds to pay salaries, in particular for teachers, as well as providing funds needed to pay allowances and other social measures.
The Energy Vulnerability Reduction Fund will be replenished with 706.6 million lei. Of this amount, 463.5 million lei will be used to compensate heat expenses in the form of cash payments (through transfers to the state social insurance budget) and 232 million lei – to compensate electricity expenses. In total, the Energy Vulnerability Reduction Fund will amount to more than 4.3 billion lei in 2025.
Significant financial resources, amounting to more than 1 billion lei, are earmarked to cover personnel costs in institutions financed from the state budget. Also, more than 914 million lei will be allocated to the local budgets. This is mainly to pay salaries in the education sector.
The state social insurance budget will receive 361.4 million lei for the payment of social allowances.
At the same time, the expenses within the projects financed from external sources were reduced by about 717 million lei. The measure was approved on the basis of estimates on the use of resources till the end of the current year. At the same time, the funds for projects aimed at modernizing agriculture will be increased.
As a result, the state budget revenues will currently amount to 75.79 billion lei, the expenditures – 94 billion lei, and the balance (deficit) – about 18 billion lei.
At the same meeting, the cabinet amended the law on the state social insurance budget for 2025, increasing it by 903 million lei, to 49.39 billion lei.
Labor and Social Protection Minister Natalia Plougarou said that these funds will be used to pay pensions and social allowances.
