Bismarck’s model provided a record for health insurance coverage

More than 153 thousand people paid the fixed contribution of compulsory health insurance in the first quarter of this year. This is nine thousand more compared to the same period last year. The indicator became the highest as of March 31 in the history of the system.

Ion Dodon, General Director of the National Health Insurance Company (NHIC), called the trend favorable, first of all, for the citizens themselves, because it is the insured who mainly use compensated medicines and medical devices.

“Individual responsibility is growing – and this is important not only for the solidarity accumulation of financial resources needed to pay for medical care, but above all for achieving the goal of universal coverage of health care services,” Dodon said.

According to the CNMS data, about 152 thousand people have paid a contribution of 2527 lei. These are owners of agricultural land, individuals carrying out independent activity in the retail trade (except for trade in excisable goods), founders of individual enterprises and peasant farms, patent holders, tenants and landlords, persons engaged in the purchase of crop and/or horticultural products and/or objects of plant origin, foreign citizens with temporary or permanent right of residence in Moldova.

About 1450 non-working persons from legal professions (lawyers, notaries, bailiffs, etc.), as well as persons practicing independently the profession of family doctor, paid the contribution in full – 12,636 lei.

The volume of funds accumulated in the first three months of the current year in the funds of compulsory health insurance due to the payment of the fixed contribution exceeded 388 million lei – 98 million lei more as compared to the same period of the last year.

Persons who failed to insure within the established term are obliged to pay the full amount of the contribution – 12,636 lei, as well as a penalty for each day of delay, starting from April 1.

The status of insured person with individual insurance is granted by the National Health Insurance Company from the date of payment of the fixed contribution and is valid until January 31, 2027.

The system of compulsory health insurance has been operating in Moldova since 2004 and is based on the principle of solidarity according to the Bismarck model. According to this principle, every person should have access to the necessary medical services without the risk of financial hardship.
