
The draft of the relevant program was developed by the Ministry of Infrastructure and Regional Development together with the Agency of Geodesy, Cartography and Cadastre and the State Enterprise “Cadastre of Immovable Property”.
The purpose of the program is to solve the problem of ownership of common parts of buildings. According to the authors of the project, now many apartment owners do not perceive common parts as their own and do not participate in their maintenance and repair. Local budgets are forced to cover the costs of partial repairs.
According to the state, the program will create a repair and development fund at the condominium level, which will be used to modernize buildings, improve heat and sound insulation, and install modern heating control systems.
Under the program, existing cadastral documentation from archives will be analyzed and buildings will be registered as condominiums, including buildings where the state or local authorities are listed as owners.
For 12,580 houses from all districts and municipalities of the country, falling under the State Program for the registration of property rights in all apartment buildings with condominium attributes for 2026-2028, the total budget of the program for three years is estimated at 15.85 million lei.
It should be noted that no more than 2% of Moldova’s total housing stock remains in the ownership of the state and administrative-territorial units.
