
According to the Armenian Minister of Internal Affairs Arpine Sargsyan, 2025 was a turning point for the Migration and Citizenship Service. During 2025, 5 million 201 thousand 747 people entered Armenia and 5 million 171 thousand 270 people left.
“The mentioned indicators are considered exceptional compared to recent years for both Armenian citizens and foreigners, because since 2010, when we started calculating the migration balance of entries and exits related to Armenian citizens, we got a completely different picture for the first time. As a result, we recorded a positive balance of border crossings, which amounted to 30,477 persons. From this point of view, I consider the migration balance of the citizens of the Republic of Armenia the most significant, which is also positive – 8.660,” the minister said, quoted by Armenpress.
Sargsyan noted that this is the first year in the last 15 years when the balance of Armenian citizens is positive, “The only exception was 2020, which was related to the coronavirus pandemic, so we should consider this as an atypical situation.”
The Minister emphasized that the closure of the emigration window is thus recorded, and immigration trends are already forming in the migration situation in Armenia. According to the Minister, this testifies to the level of internal security of the Republic of Armenia, efforts to achieve peace and other positive changes that have taken place in recent years.
Earlier, Armenian Prime Minister Nikol Pashinyan said that the positive migration balance is due to two reasons – “it is peace and economic development”.
