PRESS RELEASE

“Termoelectrica” S.A. expresses its disappointment and disagreement with the way the NordNews portal publishes serial articles, including Termoelectrica and TurboEnergyPower: prices “inflated” up to 18 times”.

We inform the public opinion that on July 8 this year, we received a request for information from the above-mentioned editorial office, to which we responded within the legal deadline, in accordance with Law No. 148/2023 on access to information of public interest. On July 18, I sent by e-mail the official opinion of the Company, providing ample and truthful information on the requested subjects. A few days later, the journalist insolently publishes the mentioned article, speculates and grossly distorts the public opinion, deliberately ignores the official response of the entity, prioritizing only the unofficial information provided by anonymous sources.

We would like to mention that these materials are treated as speculation. Previously, Termoelectrica S.A. has provided ample and truthful information on the subject of the procurement procedure.

The requests for access to information with the wording “of public interest“, addressed on behalf of the editorial staff of NordNews, are tendentiously speculations against the public institution and the General Director. It becomes clear that by acting in such a manner, it does not wish to inform the public correctly and fairly, but is clearly continuing a smear campaign, which contains a series of requests in the form of repeated attacks.

We consider that the author has subsequently violated and continues to violate the rules of the Journalist’s Code of Ethics of the Republic of Moldova, as established by the Press Council by Decision 01 of 23.06.2025.

“Termoelectrica” S.A. is subjected on a weekly basis by the editorial staff of NordNews to a series of accusations published obstinately, broken from reality and aimed at confusing public opinion. As a media source, with the aim of providing fair and impartial information to the general public, the journalist in this case is making accusations that go beyond the bounds of professional common sense.

In this context, we refute the insinuations regarding the alleged misconduct in the Company’s activity and inform you:

 

Joint Stock Company “Termoelectrica” denies the information published in the article “Termoelectrica and TurboEnergyPower Auction: prices “inflated” up to 18 times”, published on the website www.nordnews.md, dated July 21, 2025, as well as all false allegations set forth in the article.

However, the given article is part of a series of denigrating materials, published in a concerted order, which are subsequently picked up by other media portals, in which statements are made that lack objectivity, factual substrate and are manipulative.

“Termoelectrica” S.A. has exposed itself on the basis of the above-mentioned subject, including through the Denials published on the website of the institution and which were picked up by news portals.

It should be noted that these materials are exposed to the public at the behest of certain persons with the aim of denigrating the professional reputation of Termoelectrica S.A., the head of the company and the employees working in the institution, as well as to jeopardize the company’s activity.

We regret that the author of the material has resorted to publishing false information and unfounded accusations without publishing the opinion of the company concerned, which jeopardizes the energy security of the state.

“Termoelectrica” S.A. is a public institution that operates on the basis of the legislation in force, in the spirit of transparency, integrity and responsibility towards employees, citizens and partners.

All the sectoral procurement procedures initiated by the Company are conducted in a fair manner and are published by “Termoelectrica” S.A. on the digital platform www.achiziții.md, ensuring the transparency of the procurement procedures and compliance with the criteria of impartiality and non-discrimination with regard to all bidders and economic operators. With reference to the issue of replacement of obsolete devices and equipment of the excitation systems with UNITROL-5000 type thyristors for the turbine-generators No.1, 2, 3 of type ТВВФ-120, the letter submitted by the National Agency for Settlement of Complaints, requesting the point of view following the complaint submitted by “ABS” S.R.L. on the sectoral procurement, was sent to “Termoelectrica” S.A.

As a contracting entity within the meaning of Article 4 of Law No 74/2020, the Company published on the public platform https://achizitii.md the tender notice for the procurement procedure. By the deadline, 3 bids were submitted, namely:

  1. S.C. “TURBOENERGY POWER” S.R.L. – 22 796 435,04 MDL;
  2. “ABS” S.R.L. – 25 500 000,00 MDL;
  3. “HORUS” S.R.L. – 25 978 558,74 MLN.

At the evaluation stage of the procedure, the lowest price was proposed by the economic operator S.C. “TURBOENERGY POWER” S.R.L., the bidders being informed accordingly.

We deduce that the difference between the costs of the excitation systems at CET Sursa1 constitutes a saving of more than 2 million lei, which cannot be neglected. In this context, we reiterate that the basic goal of the Company’s management is to ensure the reliable operation of thermal and electric power generation equipment with minimum investment costs and maximum efficiency.

Subsequently, “Termoelectrica” received the ANSC Decision (autonomous and independent public authority independent from other public authorities, from natural and legal persons, which examines the appeals lodged in the framework of the sectoral procurement procedures), which stipulates: “…. The complaint No. 02/199/25 dated 21.02.2025, submitted by “ABS” SRL on the results of the sectoral procurement procedure on “Replacement of obsolete apparatus and equipment of the excitation systems with thyristors of type UNITROL-5000 for turbine generators №1, №2, №3 of type ТВФ-120″ REPETAT”, initiated by “Termoelectrica” SA, is rejected as unfounded “.

At the same time, we note that in accordance with the procurement procedures in the field, which are carried out on a transparent and free platform, the comparison of the costs of separate elements is incorrect, as the bids participating in the tender represent a system of components that are intended to be installed on the generating unit and are not procured as separate components.

The excitation systems included in the technological equipment of the Turbogenerators of CET Sursa 1 are practically unique elements on the territory of the Republic of Moldova (they are used only in Power Plants with Electric Generators) which are replaced once every 10-15 years. They represent a system with components that cannot be assembled under conditions of free purchase from online platforms, or specialized shops. They are specific components that are designed and sized according to the characteristics of the generator to which they are installed and the technical requirements of the Power System.

The basic criterion in the evaluation of the bids is the technical component, here all the necessary data has been presented in order for all three bids to be treated as eligible. At this stage, the evaluation of the adequacy of the construction components of the offered systems is not performed. According to the procedure, after the technical evaluation, the financial evaluation is carried out, comparing the financial values of the bids participating in the procurement (in this case – evaluation by lot). Here, too, the amounts of participation are evaluated, but not the component parts (you cannot compare and evaluate equally between the different component parts), the lowest value being declared the winner.

Thus, following the author’s interest in the given subject, based on anonymous and speculative documents, we reserve the right to find that by awarding the procurement procedure with a lower value, in the interests of the company and the country, we have affected the obscure interests of anonymous persons, which lead to misinformation of public opinion.

In another context of publication of erroneous information, we state that in accordance with the normative documentation in the field, every spring and autumn the Order “On the organization of the commission for the inspection of buildings and constructions “Termoelectrica” S.A.” is issued. On the basis of the Order, commissions for inspection and assessment of the state of buildings are formed, which have a certain term for their activity, and at the end of the activity, inspection reports are issued. In connection with the need to substitute some members of the commission and some changes in the relevant normative documentation, some amendments were made and Order No. 80 of 09.06.2025 was issued. After the inspection procedure, the needs for including the repair works in the Maintenance and Investment Plan are identified.

In this regard,with reference to the “ Mechanical Workshop Building-007″, T. Vladimirescu str., 6, we mention the following :

The respective building was transferred to “Termoelectrica” S.A., pursuant to Law no. 188 of 28.09.2014 on some measures regarding the procedure bankruptcy of Joint Stock Company “Termocom”, being part of the functional subset transferred by S.A. “Termocom” in the bankruptcy proceedings according to the Sale and Purchase Agreement No. 1 of the functional subset of S.A. “Termocom” in the bankruptcy proceedings dated 21.11.2014, confirmed by the insolvency court.

According to the extract from the Real Estate Register, it is stated that the roof of the “Workshop-mechanic building-007” T. Vladimirescu str., 6, cadastral no. 0100424.275.06, has 2 co-owners with the following shares: 49.6% of the Limited Liability Company “VENAUTO GRUP” and 50.4% of the Joint Stock Company “Termoelectrica”, respectively. The roof is part of the building which is co-owned. Therefore, in accordance with the relevant legislation, each of the owners shall take the necessary measures to maintain and protect their share of the property belonging to them and to prevent damage to it.

At the same time, it is relevant that currently before the court is under examination the civil case filed on the civil action filed on the application for summons brought by S.C. “VENAUTO GRUP” S.R.L. against S.A. “Termoelectrica”, which is seeking the collection from “Termoelectrica” S.A. of the material damage in the amount of 711 537.16 lei.

According to that application, it is alleged that the material damage in the amount of 711 537,16 lei was caused as a result of the uncoordinated, defective and unlawful installation of photovoltaic panels on the roof of the real property “Building workshop-mechanic-007”, Tudor Vladimirescu str. 6, mun. Chisinau, with cadastral no. 0100424.275.06, which belongs with property right to the co-owner SC “VENAUTO GRUP” SRL.

With reference to the case, we mention that the court has brought as accessory interveners in the mentioned civil case regarding the reparation of the material damage in the amount of 711 537.16 lei, both the Head of the Electric Service, the Head of the Planning, Investment, Maintenance Organization Service, and the contractor who admitted the installation of photovoltaic panels contrary to the provisions of the concluded Contract.

Here we specify that the installation of photovoltaic panels on the roof of the real estate “Building workshop-mechanic-007” in Tudor Vladimirescu Street, 6, took place until the appointment of Mr. Iurie Razlovan as General Director of “Termoelectrica” S.A.

In conclusion of the above, “Termoelectrica” S.A., as the holder of the license for the production, distribution and supply of thermal energy, in accordance with the legal provisions, including Law 92/2014 on thermal energy and promotion of cogeneration, is obliged to comply with the conditions stipulated in the license, to produce, distribute and supply thermal energy in accordance with the legal provisions, technical regulations and standards in force, as well as to comply with the principle of maximum efficiency with minimum expenses, according to the criteria approved by ANRE and to submit to ANRE the information on the expenses incurred.

Thus, “Termoelectrica” S.A. carries out its activity in accordance with the conditions stipulated in the licenses, being guided by the related normative acts, as well as by the development plans and investment plans, approved also by ANRE according to the established procedures.

“Termoelectrica” S.A. condemns such journalistic practices that violate the principles of professional ethics and create erroneous perceptions among consumers, partners, public opinion. The company reaffirms its commitment to transparency, legality and cooperation with the media, but does not tolerate the manipulation of public opinion through intentional omissions and distorted information.

The energy company has been and is always open to respond to requests for information about its activity, which is why we urge stakeholders and media representatives to cooperate directly in order to present the public with relevant, accurate data in order to avoid biased or personal interpretations that create misperceptions about the Company’s activity.
