ANRE approved the methodology of electricity prices for certain categories of suppliers

The Board of Directors of the National Energy Regulatory Agency (ANRE) approved on December 29 the Methodology for the calculation, approval and application of regulated prices for the supply of electricity by the supplier of last resort and universal service provider, Logos Press reported.

ANRE approved the methodology of electricity prices for certain categories of suppliers

The decision was taken in the context of implementing the provisions of Law No. 164/2025 on Electricity and represents an important step in ensuring a transparent and fair system for electricity end-users. The main innovation of the new methodology is the clear separation of the pricing mechanisms for electricity supplied by the universal service provider and the supplier of last resort. This separation takes into account the different costs and risks associated with the two types of supply, ensuring greater transparency and a correct reflection of suppliers’ real costs.

The methodology also includes a mechanism to account for the costs of imbalances of electricity market participants, as well as adjustments to the mechanism for determining profitability to take into account the allocation of working capital required for supply activities. According to the legislation, household consumers, micro and small enterprises are entitled to electricity supply from a universal service provider at prices determined in a transparent and non-discriminatory manner.

At the same time, final consumers who lose the possibility to receive services from the incumbent supplier are entitled to electricity supply from a supplier of last resort, ensuring continuity of supply for the period necessary to contract new suppliers.

The new methodology establishes the principles and algorithm for calculating regulated prices, the method of their determination and adjustment, differentiated depending on the voltage levels of power grids, the composition and method of inclusion in prices of costs strictly necessary for the realization of power supply, as well as the mechanism for updating costs for the period after the base year.

The document introduces the concept of a five-year “regulatory period” during which base costs are set and applied, thus ensuring predictability for suppliers and stability for consumers.

At the same time, a clear separation of pricing mechanisms for the universal supplier and the supplier of last resort will make it possible to correctly reflect real costs, avoiding cross-subsidization between different categories of consumers.
