The EcoVoucher program offers households the opportunity to reduce energy consumption and costs by replacing old appliances with new, energy efficient equipment. The initiative is part of the Government and the European Union’s efforts to improve energy efficiency in the residential sector and encourage more sustainable and responsible energy consumption.

Through the program, vulnerable consumer groups will be able to save money on their energy bills by using more economical and energy efficient equipment.

“The EcoVoucher program has clearly demonstrated real results since its launch. We’re seeing the direct impact of the program – citizens are considering energy efficiency and the real impact of energy use on the household budget at the time of purchase. The savings recorded since the launch of the program exceed initial expectations and confirm the positive impact of this mechanism on family budgets, which will continue in 2026,” said Ion Muntean, Director of the National Center for Sustainable Energy.

The current phase of the Ecovoucher program, with a total budget estimated at €1 million, is financed by the European Union under the Energy Efficiency and Renewable Energy in the Republic of Moldova (E4M) project, implemented by GIZ.

“The European Union is proud to support initiatives that encourage Moldovan citizens to make responsible and sustainable choices in their daily lives. By facilitating access to modern and energy efficient appliances, this program contributes to reducing energy consumption, lowering household costs and reducing carbon emissions, thus supporting the building of a greener and more sustainable future for Moldova. Behind every voucher is a household that will use less energy and pay lower bills,” said Iwona Piorco, European Union Ambassador to Moldova.

This year, priority will be given to families with the largest number of children and people over 63 years old. At the same time, a new category of recipients has been introduced: 10% of the total number of available vouchers will be allocated to people with severe disabilities, selected according to the specific needs of the household.

“This program shows that energy efficiency is most impactful when it is simple and accessible. Together with our partners, we develop solutions that reduce energy consumption, reduce the burden on household budgets and contribute to the long-term energy sustainability of the Republic of Moldova,” said Viorel Albu, Project Manager at GIZ Moldova.

Beneficiaries will be able to use vouchers worth 6000 lei, covering up to 70% of the cost of household appliances (but not more than the value of the voucher), to buy refrigerators (including refrigerators with built-in freezer) and washing machines. Each household appliance purchased under the program must meet energy efficiency criteria and European Conformity Standards (CE).

To participate in the program, beneficiaries must be registered in the Energy Vulnerability information system. They will be notified by SMS or email about the availability of vouchers, which will be available on the platform compensatii.gov.md. In order to use the voucher, beneficiaries will need to surrender used household appliances of the same type.

Data from the National Center for Sustainable Energy show that since the launch of the program, 40,033 large household appliances have been replaced. Over their lifetime, the savings will exceed 6.5 million kWh, equivalent to more than 24 million lei.
