These measures will be regulated by Law No. 303, approved by Parliament on December 12, 2025. Its provisions will enter into force on January 6, 2027, 12 months from the date of publication.
The document was developed to identify natural risk zones and landslides, reduce moisture deficit, restore soils by protecting them and halting degradation, increase their fertility through the expansion of land reclamation system, introduction of modern technologies and environmentally friendly agricultural practices.
The provisions of the new law, once it enters into force, will apply to owners of land plots categorized as agricultural land, regardless of the type of ownership.
In accordance with the law, they will have a number of obligations on the use, conservation and protection of soils, namely: to prevent their degradation; to ensure the application of special measures to preserve forests and forest belts that perform the functions of soil protection, located on slopes at risk and/or affected by landslides and erosion; to ensure the rational use and improvement of pastures, etc.
At the same time, they are obliged to notify local self-government bodies and bodies responsible for environmental protection of incidents or activities that affect soil quality; to take measures to protect it within the framework of environmentally sound agricultural practices; to maintain and improve fertility.
At the same time, owners of agricultural land will provide access to the plots to representatives of administrative bodies implementing land protection and monitoring policies, as well as institutions carrying out research, innovation and technology transfer activities in the field of soil assessment, protection and fertility improvement. In addition, they will bear the costs of compensation in case of damage to the monitoring plot, except in circumstances that justify non-fulfillment of the obligation.
Violation of the provisions of the law will entail civil, administrative and/or criminal liability. Sanctions imply compensation for the damage caused to soils. Financial resources received as a result of imposing fines for non-compliance with the legislation in this area will be transferred to the state budget and used to restore, improve and increase soil fertility.
