How the Improving Quality in Education Project (IQEP) is being implemented

The total project budget is $59.8 million. The project is financed by a loan from the International Bank for Reconstruction and Development (IBRD) and two grants ratified by Parliament in 2023. The project implementation period is from October 2023 to December 2029. Its main objective is to strengthen the educational infrastructure and improve the quality of the teaching and learning process.

How the Improving Quality in Education Project (IQEP) is being implemented

The IQEP consists of four components:

  1. Improving the Quality of Teaching Practice – $18.25 million;
  2. Modernizing the educational environment – $33.17 million;
  3. Strengthening Educational and Project Management – $8.38 million;
  4. Emergency Response Component – no budget provided.

In 2024, the reporting year of the CP audit, the funds were utilized only under component III of the project in the amount of 669.9 thousand euros (36.6% of the planned amount). This indicates a low level of implementation in the first year of effective operation. A significant part of the disbursement was spent on consultancy services – €519.3 thousand, representing 77.5% of the total expenditure. Other significant expenditures included procurement of goods and services (€109.8 thousand) and procurement of fixed assets (€37.3 thousand).

Components I and II (aimed at improving the quality of learning and modernizing school infrastructure) were not launched in 2024 as they were in the process of contractual renegotiation.

Although the overall financial situation is compliant, the audit identified a number of weaknesses that need to be addressed to ensure sound and transparent financial management.
