ANRE opposes limiting executive salaries

The parliamentary initiative to introduce a salary ceiling for the heads of state regulatory bodies contradicts the international practice of independent regulators, according to the National Energy Regulatory Agency (ANRE), Logos Press reports.

This position was voiced by Alexei Taran, NRATI Director General. He emphasized at the press conference that NRATI is a financially and institutionally independent body, and the level of remuneration is formed taking into account the specifics of the regulated sector.

“The level of remuneration is in line with the general principles applied to this kind of activity and such institutions. Salaries in this regulatory activity are benchmarked and oriented to the level of the industry it regulates. This principle is respected and enshrined not only in the European Union but also in other countries. We cooperate with the regulatory authorities of EU member states and non-European Union countries, and the same principles are applied and observed everywhere,” Taran said.

He emphasized that he would monitor the further path of the draft law.

Recall, we are talking about the draft law of PAS deputy Larisa Novak, registered in Parliament, which provides for the introduction of a salary ceiling for the heads of such regulatory bodies as ANRE, the National Financial Market Commission, the National Regulatory Agency for Electronic Communications and Information Technology.

The document proposes to limit the salaries of executives to the level of 5-6 average salaries in the economy, prohibit bonuses and allowances above the established limit and oblige regulators to publish information on income and the mechanism of its formation.

The initiative was prompted by the data on the growth of the incomes of the management of some regulators by 30-140% over the last two years – up to 100-160 thousand lei per month.

Initially, the law was planned to be enacted on January 1, 2026, with actual application on February 1, 2026. However, it was not adopted even in the first reading, and the author did not insist anymore.
