The Republican Stadium as a mirror of Moldovan geopolitics

Logos Press No. 46 of 12.12.2025 published an article “A new scandal around the sale of the Republican Stadium”. In it, Irina Durlestian, founder of the company “INCO-Gratie” S.R.L., which owns the squash club Kangaroo, located on the territory of the former Republican Stadium, told about the problems the company encountered in the evaluation of its property.

Irina Durleshtyan informed that the winner of the tender held by APS for the evaluation of the property of “INCO-Gratie” S.R.L. and 12 other owners did not meet the requirements of the Law “On Public Procurement”. And the property was valued at about 15% of its real market value.

This publication was responded to by a well-known expert in the field of real estate valuation Dmitri Tereburke and the Public Property Agency, which manages the Republican Stadium until its transfer to the new owners. Here are the expert’s opinion and the APS response to the Logos Press publication.

Right of Reprimand.

The letter, signed by APS General Director Roman Kozhukhar, states the following:

“Law No. 219/2024 ratified the Agreement between the Government of the Republic of Moldova and the Government of the United States of America on the acquisition of property for the new building of the Embassy of the United States of America in the Republic of Moldova.

Law No. 24/2025 on the declaration of public utility of national interest for the construction works of the new building of the Embassy of the United States of America in the Republic of Moldova, among other things, established that the expropriation objects necessary for the execution of the works referred to in article 1 of the said law are also the assets with cadastral numbers 0100208.277.13 and 0100208.277.14 (owned by Clubul Sportiv “INCO-Gratie” S.R.L.).

Government Decision No. 266/2025 designated the Public Property Agency (hereinafter referred to as APS) as the authorized Government body as expropriator for the construction works of the new building of the US Embassy. It was also authorized to assess the property affected by the works of national interest.

In accordance with Article 57 of Law No. 131/2015 on Public Procurement and Government Resolution No. 987/2018 on the approval of the Regulation on the Procurement of Goods and Services through Request for Quotations, APS initiated on May 25, 2025 the procedure for the procurement of public/private property valuation services through Request for Quotations (RFQ).

During the meeting of the APS Public Procurement Working Group on 17.04.2025, it was determined that the proposal of the operator S.R.L. “Eving Grup” meets the requirements of the tender advertisement. It was confirmed that the candidate possesses the necessary technical and professional qualifications, as evidenced by experience in the execution of similar contracts, qualified personnel, as well as the material resources necessary to achieve the objective of the procurement. These elements indicate that the economic operator has both the experience and the logistical and organizational capacity to ensure proper performance of the contract in accordance with the standards required by the contracting authority.

APS, the expropriator appointed by the Government, submitted to the expropriated persons offers of expropriation of legally owned property, supported by documents, in exchange for the payment of compensation calculated on the basis of valuation reports prepared by S.R.L. “Eving Grup. The subject company, INCO-Gratie S.R.L. – also approached APS in order to receive these payments, which signifies acceptance of the aforementioned valuation reports.

APS reports that the legality of the procedure for acquiring the valuation services is the subject of administrative proceedings, but its examination does not affect the validity of the expropriation procedure, since the legality of the decisions and subsequent acts issued by the expropriator is based on the provisions of Law No. 488/1999, and the compensations were established and fixed in strict compliance with the terms and guarantees provided for by law.

APS emphasizes that all the actions taken were carried out in strict compliance with the legal framework applicable to expropriation procedures in the public utilities sector and public procurement procedures, ensuring both the protection of the property rights of the persons concerned and the fulfillment of the obligations assumed by the State under the regulations and the intergovernmental agreement ratified by the Parliament”.
