Electricity export limit to the EU increased

Increasing electricity exports is one way to overcome the generation surplus. This is especially relevant for Moldova, which has insufficient balancing capacity, and a significant portion of solar and wind installations are not operating at full capacity. Thanks to this decision, Moldovan producers will not have to limit the operation of solar power plants. The new limit will be in effect until August 1.

Thereafter, the maximum export capacity will be reviewed monthly. In the process of weekly grid assessment, the export value may be adjusted, in accordance with operational safety requirements.

As a reminder, from May 1, 2025, the capacity of electricity export from the Moldova (Moldelectrica)-Ukraine (NEC Ukrenergo) joint block to the European ENTSO-E network was increased from 550 MW to 650 MW.

Over the last five years, PV and wind generation capacity has increased 8-fold to 689 MW in May this year, 109 MW more than at the end of 2024. At the same time, more and more economic entities do not receive fixed tariffs, but sell energy on the free market – this provides flexibility in pricing, although at the expense of security of supply.

In 2024, Moldova will produce about 33% more of its own electricity than in 2023. The main increase is due to the construction of new solar power plants and wind turbines.

At the end of June 2025, the Ministry of Energy’s tender commission for the Qualified Large Producer status identified the winning bidders for the construction of large wind and photovoltaic parks with a total capacity of 165 MW.

From 8 financial bids for wind parks, 5 bids totaling 105 MW were selected. Out of 24 bids submitted for PV parks, the tender committee selected 6 bids within the available capacity of 60 MW as winners. These power plants are to be built within the next three years, with an investment of approximately EUR 200 million.
