
Memoranda of understanding are currently being signed with condominium owners’ associations (APCs) and the administrators who manage these buildings.
The selected buildings are located in the cities of Edinet, Balti, Chisinau, Hincesti, Cahul and Ceadîr-Lunga, representing the north, centre and south of the republic. Following the results obtained during the energy audit in the first phase, up to 10 buildings in the second phase will be able to order a complete project and technical justification for subsequent renovation work.
The costs of the audit and technical design are fully covered by the project ‘Energy Efficiency and Renewable Energy for Moldova’ (E4M) project.
Subsequently, 10 residential buildings will be able to access financing for the actual work. Up to 70% of the costs will be covered by a non-repayable contribution from the Moldovan Energy Efficiency Fund (MEEF). The remaining 30% can be covered by other sources, including the Energy Vulnerability Reduction Fund and residents’ contributions.
“It is important that homeowners are well informed about the benefits of energy efficiency and the essence of energy audits. For us, memoranda of understanding are crucial for cooperation and successful implementation. Even if these programmes seem complex at first glance, they are worth considering as financing opportunities. They can lead to energy and cost savings and ultimately to an increase in property value,” emphasised Christian Borchard, implementation manager for the Norwegian-funded E4M component of GIZ.
These pilot projects represent an important step in testing a functional model for the energy rehabilitation of small buildings. It could be expanded on a large scale in the coming years.
