This instrument should increase the interest of young people in the most important sectors of the economy, stimulating their participation in the labor market. In particular, it means that young people who choose strategic sectors will receive a state allowance of 3,000 lei per month for the first 12 months.
The program is meant for young people under the age of 35, who are hired on the basis of a full-time individual employment contract. The decision also specifies the sectors in which this incentive instrument will be introduced. These are the food industry, textile production, clothing production, information and communication, production of pharmaceutical products and preparations, architectural, engineering and design activities, etc.
The beneficiary will be entitled to change jobs once in a consecutive 12-month period without loss of entitlement to the benefit, provided that the beneficiary is re-employed in an occupation listed in the Schedule to the regulations. No benefit will be paid during the period between release and reemployment, but will be paid during the leave of absence. Paid temporary disability leave during this period shall not exceed 30 days in total.
The Ministry of Economy notes the acute shortage of qualified labor force in the Moldovan industry. Over the last ten years, the total number of workers in industry has increased by about 5%. However, this happened in some labor-intensive sectors. At the same time, their number decreased in such areas as production of electrical equipment (-68% compared to 2014), production of metal structures (-74%), production of footwear and leather goods (-26%), repair and installation of machinery (-44%), production of electronics (-39%) and others.
The government decision on the establishment of the National Program of Monthly Allowances was elaborated by the Ministry of Economy with the support of the e-Government Agency and the National Employment Agency. The document has been published for public consultations.
