VAT payers will have their threshold raised

The threshold for registering as a VAT subject will be raised from LE 1.2 million to LE 1.5 million as of January 1, 2026, if such a proposal is approved, Logos Press reported.

The corresponding draft law was submitted by the faction of the ruling PAS party in parliament. Previously, similar legislative initiatives were put forward but failed to pass because they belonged to the opposition.

If the proposed draft is approved, the new threshold of mandatory VAT registration will apply from January 1, 2026. This was stated by the Vice-Chairman of the Commission on Economy, Budget and Finance Victoria Belous. Together with the chairman of the commission, Radu Marian, they presented the advising bill, which they hope to pass in two readings by the end of this year.

“We are introducing another new measure – granting the right to deduct expenses incurred by renewable electricity producers in case they transfer free of charge electrical installations, transmission lines and transformer substations in accordance with the Electricity Law,” Marian said.

There are also plans to maintain the zero income tax rate on retained earnings in 2026 as well. This benefit will be valid for companies with an annual turnover of up to 100 million lei and up to 249 employees. “It is important to continue this measure, as it stimulates private investments,” Radu Marian said.

The draft law, registered in Parliament today, also clarifies the mechanism of determining the taxable value in cases when an economic entity applies various sales incentives: discounts, markdowns, bonuses, accumulation points, etc. The draft explicitly provides that where such instruments are used, the amount of these bonuses reduces taxable value.

The statement of the PAS deputies took place against the background of the beginning of the IMF mission to the State Tax Service of Moldova on the issue of “modernization of tax administration”, as well as the announcement of the Ministry of Finance to initiate the elaboration of the draft law on the state budget for 2026.
