Unpaid taxes exceeded 1.6 billion lei

In the 12 months of 2025, the State Tax Service has additionally accumulated 1.6 billion lei in the state budget due to measures to combat undeclared labor and salaries in envelopes, payroll taxes (income tax, social security and health insurance contributions), Logos Press reported.

As noted in the STS report for 2025, its actions were aimed at improving compliance with the law in areas of economic activity with an increased risk of such practices. The tax authorities carried out tax audits of 7,886 business entities. In addition, the agency organized 158 training seminars for them.

As a result of the inspections, the economic agents additionally declared liabilities for salary payments amounting to 1.6 billion lei, up by 36.62% compared to the same period of 2024. This includes “income tax on wages” – 322.3 million lei (+43.51%); “social insurance contributions related to wages” – 940.1 million lei (+34.59%); “compulsory insurance contributions for health insurance related to wages” – 353.9 million lei (+36.09%).

At the same time, the STS additionally accumulated 94.1 million lei to the state budget, due to the measures taken to combat the understatement of the wage fund and the corresponding tax liabilities. This is by 16.3 per cent more compared to the same period of 2024. Violations of the legislation in the field of labor relations were detected and 233 decisions were adopted regarding the underestimation of calculation and payment of salaries, taxes and related contributions.

In total, during 2025, according to the submitted reports, the state budget received 47.8 billion lei in taxes related to the payment of salaries. This is by 13.26% more compared to 2024.
