UN cuts cash aid to refugees from Ukraine in Moldova

The reason is the sharp decline in international funding for humanitarian programs and the need to reallocate limited resources to the most vulnerable refugees.

“In view of the significant reduction in funding for the humanitarian sector as a whole, UNHCR is in an extremely difficult financial situation. Despite our efforts to minimize costs and attract additional funds, we are forced to make difficult decisions in order to continue to support those who need it most,” the organization said in an official statement.

Starting in November 2025, UNHCR will apply expanded prioritization criteria. This means that some individuals will no longer receive cash assistance (MPCA) from November.

UNHCR, together with the Ministry of Labor and Social Protection, will conduct a mandatory reassessment and verification of all current beneficiaries. Interviews will take place at registration centers. Participation in the interviews is mandatory – refusal or lack of confirmation of stay in Moldova may result in exclusion from the program.

Only households identified as vulnerable under the updated criteria will continue to receive assistance. There will be no automatic inclusion or exclusion in one category – the decision will be based on a combination of factors, including family composition, housing conditions, health status and income level.

Citizens of the Republic of Moldova, including those with dual citizenship, are completely excluded from participation in the program.

Refugees excluded from the program will have access to legal advice and referrals to other types of support through UNHCR’s partner organizations.

Registration of new refugees from Ukraine for cash assistance has been temporarily suspended until December. Once registration resumes, new arrivals will be able to receive temporary assistance for two months and then reassessed for possible continuation of payments.
