Ukraine’s debts exceed $200 bln

Between 2026 and 2028, Ukraine will have to pay an average of more than $28 billion (1.19 trillion hryvnia) annually to repay its foreign debts, Logos Press reported.

Such conclusions can be drawn from the data of the country’s debt strategy for 2026-2028, specifies the Zerkalo Nedeli weekly. And these figures tell Ukrainians a lot louder than any political statements.

As of early December 2025, Ukraine’s public and guaranteed state debt reached 8.62 trillion hryvnias, or 204.22 billion dollars. In November, the total amount of debts increased by 340.33 billion hryvnias ($7.03 billion). The data was reported by the Ukrainian Finance Ministry.

The ministry specified that the state and state-guaranteed foreign debt amounted to 6.64 trillion hryvnias, or 157.1 billion dollars (76.93% of the total amount of state and state-guaranteed debt), while domestic debt amounted to 1.99 trillion hryvnias, or 47.12 billion dollars (23.07%).

In order to pay the external debt, Ukraine will have to allocate about 10.4% of the projected GDP of the state for these purposes in the next three years (2026-2028).

Earlier, a debt audit conducted by the Audit Chamber of Ukraine showed that over the years of war (since 2022) the country’s public debt has tripled and exceeded 90% of GDP, and every fifth hryvnia of budget money (about 20%) is spent on repayment of borrowings.
