
The State Customs Service of Ukraine explained that the document was developed to prevent the accumulation of a large number of vehicles during customs formalities in customs control zones at checkpoints located at sea and river ports. Other tasks include strengthening the security component related to the vulnerability of critical port infrastructure during air attacks by Russia. As well as the creation of favorable conditions for alternative chains of importation of goods into Ukraine, including critical goods due to the destruction of transport infrastructure in certain regions of Ukraine, by moving them through the territory of other states, in particular the Republic of Moldova, with exemption from the provision of guarantees in respect of goods in case of their placement in the customs regime of transit.
The amendments introduced by the Resolution to the existing normative and legal acts provide the possibility to release goods transported in containers into the customs regime of transit (including internal) before the entry of vehicles into the port to export such goods from the port in case the risk management system has not formed forms of control, as well as the implementation of internal transit through neighboring states without providing guarantees of payment of customs duties.
