
At the meeting of this commission on May 21, 2025, a number of decisions were made to protect Ukrainian producers from unfair imports. In particular, the initiative of Ukrainian producers was supported and anti-dumping duties on imports of cement from Moldova, Belarus and Russia (although imports from the Russian Federation are prohibited), anti-corrosion-coated rolled metal products from Russia and China were extended for another five years.
The duty rate is set for each country separately. For example, for Moldovan cement it is 94.46%, Belarusian cement – 57.03%, Russian cement – 114.95%; for rolled metal products from China – 22.78%, from Russia – 47.5%.
“Support and protection of the Ukrainian manufacturer is one of the key priorities of the government’s work. Especially when it comes to protection from unfair imports. If you are a manufacturer and face aggressive non-market competition, contact the Ministry of Economy to initiate anti-dumping investigations. Ukraine adheres to the principles of openness but is ready to protect its market in accordance with the WTO rules,” First Deputy Prime Minister of Ukraine, Economics Minister Yuliya Sviridenko said.
Forbes Ukraine magazine also writes that in May 2019, the Interdepartmental Commission on International Trade decided to impose anti-dumping measures on imports of cement clinkers and Portland cement from Russia, Belarus and Moldova. The Commission found that there were dumping imports from these countries in 2015-2018. The share of cement clinkers and portland cement from Russia, Belarus and Moldova in total imports of these products increased steadily throughout the study period, indicating an intention to further increase dumping imports.
