According to the list provided by the service, several 1C: Accounting products, several 1C: Enterprise, 1C: Trade and Warehouse and 1C: Salary and Personnel products have been banned.
As a reason for including Russian programs in the list, the service cited the decree of Ukrainian President Volodymyr Zelensky on personal sanctions against 1C LLC (Presidential Decree 601/2024 of September 2, 2024, Annex 5, position 1).
The Service added that the formation of a unified list of software (software) that creates “risks to national security” is a systemic step to protect state information resources and critical infrastructure from cyber threats. Refusing to use Russian software and equipment, according to the agency, minimizes the threat of espionage or sabotage.
Ukrainian Verkhovna Rada deputy Oleksandr Fedienko explained in his Telegram channel that the move is being implemented as part of the law on cyber defense signed by Ukrainian President Volodymyr Zelensky in the spring of 2025. According to him, state institutions and local governments are now prohibited from using these programs.
