At its sitting on 22 May, the Parliament ratified two important grant cooperation agreements with the EBRD, aimed at supporting the project “Optimization of the district heating system in Chisinau mun. Chisinau”. This project aims to modernize the capital’s energy infrastructure, which will increase energy efficiency, improve the quality of services and reduce environmental impact.

The first grant agreement, worth €24.54 million, is provided by the European Commission under the Neighborhood Investment Platform. The second grant of €15 million is from the Regional Fund for Eastern European Partnership. These amounts are in addition to other funding sources already approved, including a €143.5 million loan from the European Investment Bank (EIB) and a loan from the EBRD, bringing the total project budget to €326 million.

Thanks to these investments, 2,510 individual heating points (IHPs) will be installed, 1,665 residential buildings will be converted to a modern horizontal heat distribution system, and 57 pilot projects will be implemented to insulate houses and modernize in-house heat distribution systems. In addition, existing heat networks will be reconstructed and two new pumping stations will be built, which will ensure better distribution and efficiency of heat supply.

“This project represents an important step towards a safe and environmentally friendly energy system. With the support of international partners, we will be able to provide the residents of the capital with quality services, reduce system losses and mitigate the negative impact on the environment. This is an investment in the comfort of citizens and the sustainable future of Chisinau,” said the State Secretary of the Ministry of Energy, Constantin Borosan.

Besides the direct benefits for consumers (reduced payments, improved reliability of the heating system and better access to domestic hot water), the project also contributes to environmental protection. By modernizing the infrastructure and introducing more efficient technological solutions, it is expected to significantly reduce greenhouse gas emissions and other pollutants in the atmosphere.
