
This is stipulated by Government Decision No. 589 of 10.09.2025, published on September 12. The document approved the Concept of the SI CCMS and the Regulation on the procedure for maintaining the State Register of Control over Trade in Strategic Goods. Their purpose is to modernize and optimize the processes of authorization and monitoring of exports, re-exports, imports and transit of these goods.
According to the Concept, the need for such a system is due to the growing complexity of international trade and the risks associated with the proliferation of weapons of mass destruction and military or dual-use technologies. Through the SI CCMS, Moldova will strengthen its capacity to prevent the illicit transfer of sensitive goods and technologies, thus contributing to national and international security.
The implementation of the CCMS SI will also make it possible to achieve better compliance of the Republic with EU legislation and achieve simplified procedures, increased transparency and strengthened controls.
On January 1, 2025, the law “On Control of Trade in Strategic Goods” came into force, under which the government had to approve a number of bylaws necessary to implement the new provisions, including lists of strategic goods subject to control.
In February, Moldova introduced three new types of authorizations for trade in strategic goods: individual, global and national.
It was previously reported that excessive zeal in the application of legislation on control of trade in strategic goods (dual-use, civil and military) has already led to a partial halt in production at enterprises producing technologically complex equipment, such as industrial pumps, and a corresponding decrease in exports of high-value-added products.
