
The Moldovan parliament has passed in final reading a bill containing measures to prevent illegal evacuation of cars parked in inappropriate places in the capital. The legislative initiative was supported in the second reading by 60 MPs.
The document was drafted by deputies of the Action and Solidarity faction Petru Frunze, Dorian Istratii and Grigore Gradinaru, who proposed a number of amendments to the Contravention Code.
Thus, moving vehicles to the impound lot will be allowed only under certain conditions clearly stated in the legislation.
Vehicles obstructing the passage of ambulances, firefighters and public transportation will be subject to evacuation.
Vehicles parked at or near a crosswalk, at a distance of at least ten meters, as well as at intersections or less than 5 meters from them will be sent to a special parking lot.
Cars obstructing the movement of pedestrians with reduced mobility or blocking people’s access to stairs, ramps or special curbs will also be evacuated.
A similar sanction will be applied if cars are parked at public transport stops or at a distance of less than 25 meters from them, under the same conditions in the case of railroads, on bridges, viaducts, ramps, etc.
Vehicles parked in parking spaces intended for people with disabilities, for charging electric vehicles, as well as vehicles obstructing mass events or endangering public safety are also subject to evacuation.
In other cases where cars are parked in violation of traffic rules and signs, penalties for minor violations will be applied without evacuating the car.
In these cases, the controller (police officer) will issue a warning that will be posted on the windshield of the vehicle and will contain the date and time of the violation, the reason for the warning and a promise to move the vehicle within 15 minutes. Before that, he will warn the owner of the vehicle by phone or SMS about the violation. If the vehicle is not properly reparked within 15 minutes, it will be evacuated and taken to a special parking lot.
